Call for Peace and Democratic Society
The PKK emerged in the context of the 20th century—history's most violent period—characterized by two world wars, real-socialism, global cold war environments, denial of Kurdish reality, and restrictions on freedoms, particularly freedom of expression.
In terms of theory, program, strategy, and tactics, it remained heavily influenced by the century's real-socialist system. In the 1990s, the collapse of real-socialism due to internal causes, the dissolution of identity denial in the country, and developments in freedom of expression led the PKK to a loss of meaning and excessive repetition. Consequently, like similar movements, it has completed its lifespan and necessitated its dissolution.
Kurdish-Turkish relations: For over 1,000 years, Turks and Kurds have seen it necessary to remain in an alliance largely based on voluntarism to maintain their existence and survive against hegemonic powers.
The last 200 years of capitalist modernity have primarily aimed to dismantle this alliance. Influenced forces, along with their class foundations, have made serving this aim their primary purpose. This process accelerated with the homogenizing interpretations of the Republic. Today, the essential task is to reorganize this now fragile historical relationship in a spirit of brotherhood, without disregarding religious beliefs.
The need for a democratic society is inevitable. The PKK, which represents the longest and most comprehensive rebellion and violent movement in Republican history, gained power and support due to the closure of democratic political channels.
Solutions such as separate nation-states, federations, administrative autonomy, and culturalist approaches—all necessary consequences of extreme nationalist tendencies—cannot respond to the sociology of historical society.
Respect for identities, their free expression, democratic organization, and socio-economic and political structures that all segments consider essential are only possible with the existence of a democratic society and political sphere.
The Republic's second century can only have a lasting and fraternal continuity when crowned with democracy. There is no path—and cannot be—outside of democracy for seeking and implementing systems. Democratic consensus is the fundamental method. The language of the peace and democratic society period must also be developed in accordance with reality.
In this climate created by Mr. Devlet Bahçeli's call, the will put forward by the President, and the positive approaches of other political parties toward this call, I am calling for disarmament and I assume the historical responsibility for this call.
Like any contemporary society or party whose existence has not been forcibly ended would voluntarily do, convene your congress and decide to integrate with the state and society; all groups should lay down their arms and the PKK should dissolve itself.
I extend my greetings to all segments who believe in coexistence and heed my call.
While putting forward this perspective, undoubtedly, the practical disarmament and the PKK's self-dissolution require the recognition of democratic politics and the legal dimension.
