Turkey preparing to serve as mediator in Sudanese civil war

Sudan’s de facto leader Abdulfettah al-Burhan has confirmed that his government accepted an offer from Turkey to serve as a mediator in the ongoing civil war. 

In a December 13 phone call between President Recep Tayyip Erdoğan and al-Burhan, the Turkish leader recommended that the United Arab Emirates (UAE) be involved in talks to negotiate an end to the years-running conflict. The UAE has been accused of supplying weapons to the Rapid Support Forces (RSF), a rival military faction formerly affiliated with the Sudanese military that broke away in 2023 and now forms the primary rebel group involved in the conflict. Cutting weapons supply to the RSF has been identified by experts as an important step in bringing an end to the conflict. Sudan

The UAE has approved Turkey’s mediator role but denied supplying the RSF with weapons.

Turkey’s role

In his call with al-Burhan, President Erdoğan reportedly called for Turkey’s involvement in order to “establish peace and stability, sovereignty, and territorial integrity” in Sudan.

Last week, Turkish Deputy Foreign Minister Burhanettin Duran met with al-Burhan at Port Sudan, a Sudanese city located on its Red Sea coast.

In a statement regarding Turkey’s offer of mediation, Sudanese Foreign Minister Ali Yusuf. said “Sudan needs friends and brothers like Turkey. This initiative could lead to peace in Sudan.”

Civil war

Sudan’s long-time leader Omar Al Bashir was ousted from power in 2019.in a coup d’etat. organized by senior military officers.

Al-Burhan came to power in 2021 when he organized a coup that overthrew an elected. civilian government led by Abdalla Hamdok.

In spring of 2023,.a rift emerged between the main Sudanese military led by al-Burhan and. the Rapid Support Forces, a paramilitary group led by General Mohamed Hamdan Dagalo,. also known as “Hemedti”.

On April 15, 2023,.the tensions between the rival factions erupted into a full-scale civil war. in the capital city of Khartoum.

The resulting civil war has led to what the United Nations describes as.“the world’s worst humanitarian crisis”, with millions displaced and at risk of famine.
